          An Act relating to taxes  on cigarettes and tobacco                                                                   
          products,   to  tax   stamps   on  cigarettes,   to                                                                   
          forfeiture  of cigarettes and  of property  used in                                                                   
          the   manufacture,  transportation,   or  sale   of                                                                   
          unstamped   cigarettes,   and   to   licenses   and                                                                   
          licensees   under  the   Cigarette  Tax   Act;  and
